This life goal related to your Cooking Hobby is just a simple interaction that you can complete in 10 seconds. You just need to be at least at Cooking Hooby Level 7 to start and you must have enough motives to use in this interaction.

Locate and Tap your hobby object in your house. A list of available interactions will show up. Select the highlighted one which is the "Make Award-Winning Home Meal". Interaction will start if you have the required motives.
Just simply wait for 10 seconds for the interaction to finish. You don't need to fill empty star containers as it is not needed.
Tap on the gold check mark and tap on the "Collect" option to take your rewards from completing this life goal.
