Head to the fashion studio located in the Market Square and tap on the pink star icon. Select the highlighted interaction "Start a Fashion Trend".

Once you began the action, wait for your Sim to finish doing it. You don't require to do anything while you wait.

Once done, you'll receive your reward from completing the interaction. Tap on the golden check mark to receive another reward from accomplishing this life goal.
