I’m only upto the well groomed quest and it says to tap on partner and select “Something New” event but I can’t find it and it’s not popping up why is this??

All you have to push one of the 5 second things like talking to them that’s how I got mine to work

click on the 'more options' button when you press on your partner. click back and you will probably find it. good luck

Try scrolling down to “more options” and select “flirty”. Thats how I got mine to appear
