My sim, ( Amanda Bluestone ) encountered a sim
walking by and I decided they would make a cute couple. They’re now a very high romance, and I was wondering if they could get married cuz the boy isn’t playable?

The couple could get married even if the male is not playable. If your relationship is good enough, then there should be a propose option. After that finish the quests to get married. Hope this helped!

Yes you can but it would be better if you created a male sim yourself to have relationship with the female. You would have contact with both sims

Yes you can get married. All you need is a wedding arch and the two other items. You can buy these in the store, to find it, its in the outdoor items
