I really really hope they didn’t get rid of it! I leveled mine up too but the propose event hasn’t popped up. I’m not sure why it’s not an option anymore.

I'm having the same issue. I've reached relationship level 9 in a romantic story, bought all the wedding items needed and placed them, but I still don't have the event pop up where I can propose. I think they got rid of it? If they did that would suck balls!

They actually don’t propose, but you have to buy the wedding set for them to get married. I hope this helped

Flirt to build up your relationship then propose will be an event when you click on the sim. Might need to be in a story first.
