So I have a toddler and no matter how many interactions the parents have with them the relationship bar stays at 1. Is it meant to be like that

I don’t think relationships with children develop in Sims Mobile. When you age up your kid to an adult they are the stranger relationship level with their parents. You can’t do anything to increase a relationship while a sim is a toddler, you can make your son/daughter sims be friends with their parents once they are adults however.
