Ok, I figured it out.i was having the same problem your sims have to be level 11.

If you already have a kid then make sure your bonnet is in another room then you can do it

If someone else other than your sim and his or her partner it will say that

If you have a kid and they are in the room, you can’t do it. You just have to wait for them to get out
