I can’t propose!!! Even after completing lv10

I completed an entire relationship story to level 10 with another persons sim and when we were lv 5 he retired the sim. Is that the reason why?

I have the wedding arch, window and pillars, a NPC on level 10 soulmate with my sims. I have an extra slot open for another sim to move into the house and I still can’t get the proposal option
