You can only have four sims that are playable, you would have to try and delete a sim that you may not often play as

I'm thinking you have to change the interaction to that person to flirty (go to the bottom of the actions and you can change how you approach that sim) and then it'll build until you can ask maybe?

Okay so I figured it out. You have to pay for another playable sim. Then you click on the sim you want to move in and it should give you the option to request them to move in!! Worked for me hope it helps
