the ones at the restaurant vanished, the fashion studio and hospital get no walkins, and I just unlocked the civic center only to find out there are no risky actions available... presumably because they're client based. wtf?

Try to reinstall the game. Maybe its a bug or some sort of. I'm not experiencing that.
