They do automatically move in, but you cant control them. I married my sim to her co-worker in cafe. Thankfully he atleast changed his costume the event before marriage. But you cannot control any of his/her actions .

Click the family photo in your house and then click your spouse (idk if you have to be married or not) and then click promote

You need to tap on the household picture to add the new sim. You need to have an available spot for the spouse to be playable.

So far no. I married the waiter guy from the restaurant and now all he does is stand around in random spots throughout the house. Very annoying.
