When can you unlock the next playable sim?

So your first playable sim is the one you create from the start. Your second one is the one you unlock at level 3 or 4 or something. When can you unlock the next one? And the one after that? Or do I really have to pay 175 Cash just to unlock it?

there is also a “finding a roommate” quest, or something like that. if you finish it in time, you unlock the 3rd slot for free. the 4th, however, is simcash purchase only to my knowledge.

Yes, you have to pay the simcash for the 3rd and 4th player. Maximum number is 4.
