You have to be on level 10 or level 7 in your relationship with that sim.

You have to wait to get to a higher level to get married and to have children

You have to get to level 7 before you can get married and then wait till level 11 to have children ........ I advise you to save up your Sims coins and money so you can get everything you need to get the supplies to have the child

You have to propose on level 7 and put down wedding things.To have a baby you have to be on level 11 and put a baby bassinet down
